Siri not asking me which number to text/call

In the past if I try to text or call a contact with multiple numbers Siri would always ask me which number I wanted to use. Now on iOS 10 it chooses the number for me so I end up calling or texting the wrong number sometimes. I even have someone set up as a favorite and when I use Siri it uses a different number than the number that is set as a favorite.

Try editing the contact or re-enter the associated phone numbers to see if that corrects the problem.

I would but it's for every contact. I checked settings and don't see anything that I could have changed.
