Is it possible to skip from 9.3.4 to 10 when available?

I'm excited for iOS 10 but I'm not currently using my iPhone. I see that I have an update for 9.3.5 on it, but I'm wondering if it's possible to skip directly to iOS 10 when it is available.

I'm guessing that I can't do it on my phone, but can I do it on iTunes?

Yes. You can stay on your current version as long as you want.
That said, 9.3.5 has essential security patches, which was even worldwide news when it came out. Frankly, I see no reason for you to stay on 9.3.4

When iOS 10 becomes available for the public, iOS 9.3.5 update will disappear and iOS 10 will be able available OTA.

Awesome, thanks! If I was using my iPhone regularly, I would have updated at some point. I might start to use it again when iOS 10 is available.
