I am having an issue with the quick reply. Every time I go to do it, the animation hangs and then no content is in the message thread... Odd. Reboot doesn't correct it.

Do you mean the slam effect, balloons, etc.? Or just the thumbs up, etc.? My effects don't work and seeking the same on others. Thumbs up, etc do work.

iOS 10 Dev Beta 4 is Live
Got mine back with Reset All Settings
Not erase and reset just reset.
Signing out of iMessage, toggling it on and off, etc didn't work. That did.
edit: Don't reset all settings. Try disabling "Reduce motion" in Settings -> General -> Accessibility first. Seems this was changed in PB3/Dev Beta 4.

Is it me or does all of the shaded keys on the native keyboard make a sound when you press them even when the Keyboard Clicks setting is disabled?
