What Classifies a 4G network

OK, so yes this may be an interesting place to post this, but thought I would.

I'm going to pose the question to the folks out here.

What classifies a network (cellular) as a 4G (4th Generation) Network.

For me, it is a network that is natively IP enabled, without the use of TDM (perhaps the backhaul can be TDM). It needs to be of high speed broadband (3 Mbps+ down, 1+ Mbps up), and be prepared for high capacity, high number of users to get this type of experience consistently. Now that adds some ambiguity into the mix, but I am alright with that.

OK, so I think I may have been able to refine my thought a little more. Native IP instead of TDM is where I was trying to go with my thoughts originally that I could not spell out.
