OMG, NO. The 'dynamic island' is a clever (I guess) way of making the best of a bad situation. Nobody 'likes' the notch. We have gotten used to it. It absolutely covers up content. Having pop-ups, or downs, or sideways, on an iPhone with transient info, gives the impression there was some functional reason for the island, nee notch. There wasn't, beyond needing a place for all the sensors, cameras, etc., housed up there. It took away real-estate at the top. There is no such need on a Mac. Plenty of room to display system notifications, without some tab dipping into the content I was focusing on. It would be as annoying on a Mac as dock icons bouncing up and down whenever an app wanted your attention. Look at me, look at me, hey you, stop what you are doing and look at me. I can bounce all day, look at me. iOS, iPadOS and MacOS are different for a reason. Let's not mush them together for the sake of mushing them together.
