If you've ever bought an app through the App Store and for whatever reason decided it didn't fit your needs and requested a refund for it then then you know that Apple doesn't delete the app for your device. In some cases, you'd still get updates for that app and even be able to download and reinstall it again.
That of course, isn't really fair to developers and some app scammers have abused the process for a while now. Download an app, demand a refund, and still have access to the app. Their time, it seems has come though.
