Guessing this is dual sim iPhone (XR and above) ?? You did not sent a primary number to send message with during setting it up probably that's why it keeps asking which number to us and also assuming you have both the physical sim and eSIM installed / active ???

I had the same problem with my new Iphone 11. I just discovered mine was caused by running my VPN. Once I shut it off, I closed out all the apps, and rebooted, the problem was gone. Hope that helps others...Apple should let customers know about these kinds of potential problems.
