It's built in to the standard message app, but you can go into settings to turn it on.

Yes, it's included in your "Messages" app...if you message another iPhone user your text will show as blue, and you will see a little gray thought bubble on the left hand side of screen when they're replying. If you message a non-iPhone user, your text will be green...
