Is there a way to stop Mail from accumulating downloaded files?

If you use Apple Mail, a copy of every attachment you open is stored in /Users/[home directory]/Library/Containers/com.apple.mail/Data/Library/Mail Downloads

From time to time I delete all of these but I imagine for some people this folder can become enormous.

Is there any way to prevent this container from retaining the attachment after the message (or Mail) is closed?

Try turning off the setting to automatically download attachments. It sounds like what you're looking for.
