And then i check my contact have been lost
Can i recover my lost contact to my new account

No, you cannot!

Sign in to the old iCloud account. Make a vCard (vcf files) of your contacts. Share the vCard to your email. Sign out of the old iCloud account, then sign in to the new. Then go to the email and add the vCard to your contacts.
