Auto app download issue

iPhone 6 and iPad Air 2. Both use same iCloud and iTunes account with auto app download setting enabled on both. Purchases made with iPad download to iPhone just fine, but iPhone purchases do not download to iPad. I've rebooted both devices, even toggled the auto app setting off then on. Still no luck.

Are the apps that "do not download" universal apps or iPhone only apps?

Universal. However, the issue ended up being a problem with iCloud itself. Once corrected, all of the apps downloaded.
