What can we do about a iCloud ID Forgotten?

Friend forgot password and AT&T has wiped data from phone. How can she get ICloud ID and is it possible to recover data, particularly pictures?

"Wiped" data cannot be recovered.

If she knows the email address used in the ID she should be able to reset the password.
