Why is my iCloud Drive not working?

Since 3 weeks, each time I put a new file in my iCloud Drive in Finder on my MacBook Air, it won't upload. The process starts but it stops near the end. The little uploading circle is almost full but all my new files are uploading since 3 weeks. Am I the only one with that problem or is it a problem with the iCloud servers? I deactivated iCloud Drive and I reactivated it but now, I've been stuck at "Setting up iCloud Drive" for hours.

Have you tried rebooting your MacBook Air, and then retrying?
