How do I view the photos that I sent to iCloud

I sent some photos to iCloud how do I retrieve them so that I can have them developed

Welcome to iMore! iCloud acts as a backup for the photos that are already on your device so there's really no way to "send" photos to iCloud without them still being on your device. Have you looked around for them in your Photos app? They should still be there.
