    Every time I go to delete pictures from my phone it says I'm deleting them from iCloud also.

    You can't do that. Upload them to an alternate service such as OneDrive, Dropbox or Box.net.

    Alternatively, you can copy the pics over to an app like Goodreader, and then use Goodreader to upload them to your iCloud Drive.

    Dropbox is what I use, but there's others out there too. I generally only keep my wallpapers on my phone/iCloud to cut down on the space used.
