Why can't I export contacts from iCloud.com?

I am using a windows 10 laptop & trying to export a vcard from iCloud.com contacts. I click on the little gear symbol & click on export after I select all in my group. Nothing happens. Any help?

Where are you exporting to? Your iPhone? If so, on your phone, have you tried going to Settings > iCloud > Toggle contacts on?

You can also reboot your phone if that doesn't work. Has happened to me before and all I needed to do was to reboot and have everything back to normal.
