Enabling contacts on icloud (iphone 6)

I cannot see the documents and data option on icloud. The contacts option is 'on' on icloud but I still cannot access my conctacts on whatsapp and on the call button (where you see recents, 'contacts', keypad and voicemail

The documents and data you're possibly referring to are the stuff that are backed up on iCloud. You cannot see those things individually. The items that are in the iCloud Drive are visible to you, if you have the iCloud Drive option enabled on your device. In regard to WhatsApp, you need to contact their support site.
