Why am I getting a pop up to create a new iCloud security code?

getting pop up for create new icloud security code.

looks just like the other screen shot that was posted
can I just turn it off without ramifications? is it just to store passwords?
is that the purpose of "icloud security code?"

yes you can turn it off in icloud settings but it basically saves passwords across devices with same apple id
