    After upgrading ios 7 to ios 9.1, my ipad requests for apple id and password and continues to state "Updating iCloud settings ...". I have nothing nor set anything on the cloud. I use iTunes for ipad management.

    Try entering the same ID and password you use for iTunes, and see what happens.
