Why won't my iCloud send pics through my messenger?

iCloud won't send pic thru my messenger

When I send my pic to messenger and start to type who I'm sending to the send button doesn't turn blue

Welcome to iMore! A few questions:
1. Does this happen no matter who you're trying to send the photo to?
2. Does it work if you try starting a conversation first and then adding the photo by clicking the camera button to the left of the text area (where you type the messages)?
3. Are you connected to a cellular network and have cellular data enabled?
