Welcome to iMore! Unfortunately, you probably bought a stolen device. If it has been activation locked there is literally no way to unlock it. It's best to do the right thing and give it to the police so they can hopefully track down the owner. If you have an Apple Store in your area you may want to bring it there and see if they can contact the rightful owner as well.
