Why can't I toggle on/off apps for iCloud

Hi all,

My partner's iPhone 6 upgraded to iOS 9 this morning but when trying to manage her iCloud storage, the app toggles seem to get stuck and won't let her stop backing up certain apps automatically.

Has anyone else had this issue and found a fix?

2 possible options I can think of:

1 - sign out of icloud and back in again and see if that resolves it
2 - let icloud complete a full backup and then try to toggle them off afterwards.
