I have copied a .jpg photo to iCloud Drive from my Mac. I can see the photo, greyed out, in Pages (and Numbers and Keynote) on my iPad (ios8) so I know it's in the Cloud. How do I access this .jpg file from the Photos app on the iPad?

From your Mac you need to upload it to the iCloud Photo Library which is the "Photos" app on the Mac so it shows up in your Photos on iPad app.

It's not in Photos - it's in iCloud Drive... you'd need to open an app that can see your iCloud Drive space and open it there.

There's some free app in App Store. Install it on your pc, sign in, and you can access your pictures and files there.
