Why is iCloud sign-in dimmed in Settings>ICloud?

Had to restore iPad 2 after screen froze. Now my iCloud sign-in is dimmed and all that's available is a link if I forgot my password or to reset password. I need to set up iCloud Drive, Family Sharing and manage all of my applications that use iCloud. Please help!

Did you try a reboot? Hold in both buttons until the apple logo comes up.
