iCloud default storage 4 v 5GB

I know that the default iCloud storage provided by apple is 5.0GB, but i started with 4.0GB "available". Is this normal? I had previous backups from ios 5 beta but deleted them. Is this just like a 32GB iphone however in reality its 29GB available due to software? Just wanted to clarify, thanks!

log into icloud.com and check if any data is in there. It is 5 gigs. It could be a backup
