Welcome to iMore! Were the previous 3 accounts put on the phone by you? If so, use one of those. If not, you can't create or activate more than 3 iCloud accounts on the same device. This is to prevent users from creating multiple accounts for unlimited storage in iCloud.

If you don't know the usernames and passwords to remove them, then you will need to wipe the device and set it up as new. Unless you can get those accounts and passwords there is no other way to remove them.

Were they old usernames and passwords that were yours, or of a previous owner? If a previous owner, there's nothing you can do without the username and password. If yours, you can reset the password if you know the email used or the security questions.
