How do I make a template for labels and save it in pages

I have pages 2.6.1 and am unable to find any label templates. I also cannot find how to save my work as a template

Odd. They're working for me. I checked on both my PC and iPhone via Tapatalk.

Perhaps you have a DNS outage somewhere.
