    I have to put my cursor on the top in order to see menu bar or on the bottom in order to see dock

    It sounds like you have automatically hide and show menu bar and dock turned on. To always display the menu bar, go to the System Preferences, app, then click on General, then uncheck "Automatically hide and show menu bar." To always display the dock, go to the System Preferences app, then click on Dock, then uncheck "Automatically hide and show the Dock." Hope that helps!
