Is it possible to create a LIVE photo from a video recorded with your iPhone?

I like to record videos on my iphone more so than take photos. I wanted to know if i would be able to save photos from any point in the video i choose and to save them as LIVE photos. I am coming from Windows 10 Mobile and was able to do so there.

No. But you can use a third party app to create an animated GIF.
