Double clicking home button sends apps to background instead of foreground like it used to

Example: When I have the safari or google window open and I double click the home button to make the app smaller it sends it to the background behind the home screen. It used to send them to the foreground. Minor quibble but does anyone know how I can change this? I tried looking at the manual and googling for the answer but this simple stinking thing alludes me.

If I swipe left I can see my homescreen:

Is this what you're talking about? It doesn't really bother me. Unfortunately it can't be changed.
