Is there a motion sensor that can trigger an app to open on an iPhone?

I have an idea for an app that I want to develop.

It would require having a motion detector in a room and whenever an iphone passed by the detector, a signal would be sent to this app on the phone
But it would only send the signal to the iphone nearby (say within 10 ft) NOT to every phone on the local network that may have this app.

Is there a motion sensor that can trigger an app to open?
