Welcome to iMore! Hmmm...Is there nothing to tap on from that screen? Try closing Music in the app switcher by double tapping the home button and then swiping upward on Music, then trying to access Music again. If that doesn't work then reset your device by holding the power button and home button down simultaneously until you see the Apple boot logo.
If neither of those work it's probably a software issue. Since Music is a stock iOS app the only way to reinstall it is to restore your device. I recommend using iTunes and setting up as a new device. Detailed instructions here: http://m.imore.com/restore-iphone-ipad-itunes
