how does one get rid of a apple id that is a email that is going to be deleted shortly

I'm trying to change the apple id on my phone from my work email name to my own email name ,but I'm having lots of problems . no it says my apple ID has been locked and to unlock it you must verify your identity , but when I go to do that all it does is take me to the password reset page over and over. Anyone experienced this before ?
