Only calls from our daughter in-law are sent to both our phones, other contacts do not.

Welcome to iMore! A few questions for some clarity:
    1. Who are "we"? Are you talking about you and perhaps your wife? I ask because often times members of the same household share Apple IDs, which leads me to...
    2. Are you and this other person sharing the same Apple ID?
    3. Are you 100% sure that she isn't calling you via FaceTime audio? If you're sharing an Apple ID and she's using FaceTime to call you that could explain why both of your phones are ringing.

It sounds like you guys are sharing the same Apple ID and have it set up in iMessage, if so one of you will have to disable it or delete it and start with a new Apple ID

You can also go to settings/messages/send&receive and uncheck the numbers and emails you dont want to receive from on the devices.
