I can see all the networks around, but I cannot join. I have done all the resets possible and backed up and restored on iTunes. I was told my hardware has failed. Any other ideas ?

When you say Networks around? Are they around your neighborhood and not your actual router for WIFI? Do they have locks on them as opposed to your own that would not and be the only one you can join? These questions would help answer you better.
