Settings, space is full but not really

My phone says the space is full. When I try to manage the settings it will delete apps, but no more space becomes available. Now I can't get to email or receive texts. Do I have to reset? How do I make sure my phone is backed up correctly? My laptop won't accept the backup.

It sounds like you might need to delete some pictures/videos and music, or delete some old text messages.

You're not looking at iCloud storage are you? That's different from the phone's storage.
