I am unable to ring my niece because it says this number will not accept anonymous Calls.

If you're paying your service provider for a feature to block outgoing caller id, work with your service provider to bypass it on a per call basis by dialing their code before a call... Or stop it all together with a dialed code once... You have to deal with your service provider... Doesn't matter what phone you have.
