Why can't I reply to quick message from the top of my screen?

Why can't I reply to quick message from the top of my screen

I would be on another app and I will get a message but it won't let me reply why is this?

What device and OS version are you using? Have you just started having this issue? Have you gone to the notification settings and made sure that "Show In Notification Center" is enabled?
