    I continue to get a notification on my iphone that back up is not possible due to lack of storage space. I checked my icloud and I only have 26 photos, so why is it not backing up?

    You can go into settings... Usage... and then manage device or iCloud storage.

    Yeah, what Keith said. An iCloud backup consists of a lot of things including photos. So just because you have very few photos it doesn't mean your app data can't take up a lot of space. That's most likely what it is.
