Go to Settings > General > Keyboards and make sure you have Enable Dictation selected

Are you using the stock keyboard? If so, it should be there. If you're using a 3rd party keyboard, it won't be there. I use SwiftKey, and have no mic. I have to switch to the stock keyboard for that. If you're using the stock keyboard and there's no mic, do a hard reset. Hold the top power/sleep button and the home button at the same time until the Apple logo appears, then release.




