    The iPod touch used to be a cheap way for app developers to test their apps on iOS but the product line hasn't been updated with a 64-bit-capable processor (yet?).

    Is the iPad mini 2 the entry level device for app developers?

    The iPad Mini retina (aka the 2) is a good device to develop on. It will not be super sluggish with the latest OS on it. However, if you want to really get the feel for your apps you should be testing and developing on the latest hardware to get the full effect.

    It would depend on if you are making iPhone, iPad or universal apps. Yes iPhone apps will run on an iPad, but they'll either be letterboxes on all sides or pixel doubled and look blurry. iPad only apps won't run on an iPhone at all. And for universal apps, to fully take advantage of the different size screens, often have different layouts based on the screen size.
    So IMO at a minimum you need an iPhone 5 or above or a 5th generation iPod Touch to address the 4" screen for iPhones if you are developing iPhone apps and either the iPad mini retina or an iPad 3 and above if you are developing iPad apps. And for universal apps you would need both. Of course now with the 6 and 6+, you have additional size screens to address.
    Unless you are draining something that needs the 64-bit processor, I wouldn't worry about not having a device with that processor. It may run a bit slower than on a newer device, but IMO that's not as important as getting the visual layout correct for the different sizes.
