We're having an on-going issue with syncing and its time to fix this issue. The music on both is totally different, and they are not talking to each other. Since we bought the iPhone 5, they have never sync'd. Is there away to re-start or re-sync them

They don't sync to one another... they both sync to a common iTunes library... you need to select what gets synced to each device via iTunes...

The only way you can do that is if you name the devices the same and sync (regularly) both to the same iTunes on your desktop.

If you have a iTunes Match subscription $25/year, you can have music playlists sync across all of your iDevices and Mac computers. Otherwise you have to manually sync them with your iTunes library.

How do I make a change on my iPad to match the iPhone5?

Depends what kind of change you want to make.

With iCloud/iTunes Match, any changes I make on my iPhone (eg: edit a playlist) are mirrored on all my other devices because they all share the same iTunes account.

If I download a song on my iPhone it's appears on all my other devices as an available download from iCloud.

What specifically are you trying to do?

Edit: forgot about iTunes Match.
