Is there a good emulator for testing iPad apps on a PC?

I am working with a developer and we need to test how our existing application functions with a large number of multiple iPad users. We only have a limited budget and some of our testers only have PCs. Does anyone have a way we can test our app with PCs or simulate a large number of users all using iPads?
