I want to develop some iOS applications locally without publishing the for now, according to my phone call with apple care, they said that there is a free account i can use for that, when I spotted that free account, I found that it is for students and some proofs should be submitted....etc..

    Any advice?

Here is the link to apple detailing the differences.
My guess is you would need the individual $99 a year one. Good luck

You can get a free Apple Developer account and download xcode and develop apps and test them in the simulator. If you want to be able to test them on a device, then you need the $99/year account.
