Does Sprint unlock iPhones?

I'm researching how to unlock iPhones from Sprint and coming up with so many conflicting answers. Some sources say they don't at all, some say they will but only for international use, and some say they give you an MSL code, but that code does nothing.

Has anyone had experience trying to unlock their iPhone from Sprint? Did it work?

Federal law requires them to unlock devices once any contractural obligations related to the device's acquisition have been fulfilled... like a 2 year contract for a subsidized purchase, or a finance agreement...
