How much does AT&T charge your credit card?

When AT&T finally processes my account for the iPhone 5. Do they charge you just for the phone and the upgrade fee goes onto your next months bill? My total bill reflects $586 but the cost of the phone is $550 and an upgrade fee (which I have since had waived) $36. I was told that your credit card is only charged the price of the phone. Is this true?

Correct, the fee is taxed, I got my upgade fee waived by at&t and the total refund was like 41 dollars.
