iPad activation fee

Has anyone else received an activation fee for their iPad my first months bill was 70 dollars. After spending about an hour on the phone with customer service they finally waived it. I think it's pretty crazy that I have to pay an activation fee for a pre paid service. Idk maybe someone else can help clarify this for me.

It's different in that Verizon states that there is no activation fee for tablet data plans:
