This has a definite smell of typical scam. Trying to rush you with time count and INSTALL/CANCEL prompts look to me a dead give away.
If you cannot detect the origin of this message hence unable to eradicate it, it seems the best solution might be restore from the latest save.

If you were using Safari, simply Clear History and Website Data in your Safari settings. If it is inside an app, remove the app.

Typically, this would happen through a rogue ad that you won't have any control over :'(

Can not remove a application that comes pre installed on iPads.

You don’t delete the Safari App. You delete its history and data. You will find the option in

Settings under Safari.
