Delete and reinstall App on IPhone

Hi,
I would like to delete an App from my IPhone (6s) and download it again to reinstall it with a new account and user. But when I download the App again, it tells me that it has been installed in this phone before and I cannot create a new user. Is there a posibility to delete an App in a way that it does not know it has been installed on my IPhone before?
