I would do a clean install & send feedback to Apple, if this issue persists. It’s probably just the usual beta bug.

Well since it’s still in developer mode and hasn’t even reached beta status yet, you’ll need to submit feedback directly to Apple.

I’ve updated my MacBoo Pro with the newest macOS beta, but I haven’t messed around with the Mail app yet. I’ll provide an update when I do.

I’ve only configured my iCloud account thus far after a clean install of macOS Big Sur, and thus far, I’ve not found any glitches or situations in which the Mail app did work properly. I randomly opened mail and attachments all the way back to 2013. Nothing has appeared abnormal to this point so I recommend a clean install.
